I guess this doesn't really answer your question, but I can confirm that 
the 1.0 series of dovecot has true public folder support (you don't need 
a dummy imap acct) and works with thunderbird.  At least I can say it 
works with Maildir format, which is probably best to avoid the locking 
issues related to mbox.
