Read-only for who/what? But anyway, just set up the Maildir directory's group/permissions the way you want and Dovecot will preserve them for the newly created files.

I know you can set the umask in the dovecot config but I believe this is a global setting.

This setting hasn't worked for a while, and it's not present at all in v2.0.
