I thought I have done so by including:
mail_plugins = quota mail_log notify
at the "root" config level. (I have posted my whole config.) If I
should
do something more to enable the mail_log plugin globally, please
correct

Make sure you use mail_plugins = $mail_plugins foo bar when doing per-
protocol plugins to avoid overriding global plugins. And ensure global plugins
is done first before any !include or !try_include statements.
