Maildir or dict quota backend? Maildir mailbox format? Can you reproduce
this without IMAP client? e.g.:

dovecot-lda -u user at domain < testmail
dovecot-lda -u user at domain < testmail
doveadm expunge -u user at domain mailbox INBOX 1
doveadm expunge -u user at domain mailbox INBOX 1
