The docs say that ~/ is better than %h, and I think %h/ would be invalid for
mbox. Maybe if you try mail_location: mbox:~/:INBOX=/var/mail/%u or at least
%h without the trailing /
Do you actually want the mboxes in the root of their home directories?
~/mail is probably safer as it will keep dovecot from trying to access other
files that might be in the root of their home directories.
So the best and safest would be mail_location = mbox:~/mail:INBOX=/var/mail/%u
