that, too. Is there a file named ".dovecot.sievec" in the same directory 
as the above that has an elder modification time as .dovecot.sieve?

Does the folder already exists, otherwise dovecot-deliver requires an 
option to auto-create it (the option is good for testing, beyond all 
question).

You filter based on the subject line, but the logs does not show no 
subject line, so they are useless.
