OS is Gentoo Linux, using the gentoo-sources kernel.  patches listed at
http://dev.gentoo.org/~dsd/genpatches/patches-2.6.18-3.htm though I
don't see anything which would drastically change the behavior of the
kernel.

I could put a 2.6.17 kernel in place if you think this would make a
difference.

The number given in the "master out: NOTFOUND" error message is the
same as the pid reported by adding pid=%p to 
login_log_format_elements.  If I set login_process_per_connection = no,
then pop3-login appears in the process list with the stated uid.
